• In this chapter authors compare experience related to regulation of pension funds investment of two countries under almost identical economic, institutional and socio-cultural conditions, but with different approaches to formation of regulatory framework of pension funds investment. Unsatisfactory results of reforms of pension systems both in Russia and Kazakhstan require further research of faults and failures as well as possible ways out in order to overcome the existing problems, such lack of funds for financing the pension and the weak interest in voluntary pension schemes, expressed by population at the same time. The authors reveal the main causes for low real return of pension savings that are believed to be the most prominent obstacle for development of the funded pension systems in Russia and Kazakhstan and suggest the alternative ways for further reforming and policy design for each national pension system based on the experience of the neighbor country as well as of the countries with familiar challenges.
