Purchase, situated at the upriver of supply chain as a key part, affects enterprises' various aspects, and plays a more and more important role. Based on supply chain, a satisfactory purchase occurs when customers get proper goods with proper quality and quantity at proper time and place. However, in China many enterprises hasn't given enough focus on purchase management under supply chain with the consequence of massive stagnant capital, high stock cost, inadequately shared information , illogical purchase organization structure and flow, and incomplete suppliers evaluation and selection system etc. These phenomena is harming enterprises' development and weakening their competitiveness, thus enormously affecting profits.
