• Translation from original language as provided by authorGovernment performance is a hot topic in the area of public administration and government reform. Since 1970's,in order to solve these tough problems, such as economy stagnation, financial crisis and satisfaction decline of public, etc, western developed countries started reconstructing governments. In this movement which used entrepreneur spirit to innovate government, performance measurement which was used as a useful tool to appraise and improve government performance was applied more and more in the practice of public administration. Our local government started to implement performance measurement from 1990's and has obtained effects these years. But the current performance measurement of local government mostly regards postmortem controlling as the center, and has an obvious phenomenon that government's mission break off the relation with strategy,which leads to the difficulty of carrying out the government's strategy.
