Belgium has been a vociferous advocate of socio-democratic values. However the very existence of borders demarcating separate territories on linguistic grounds has engendered friction in the country. The Dutch- speaking Flemish Region and the French-speaking Walloon Region comprise five provinces each. By the 1970 and 1980 constitutional reforms1 the prevalent, centralized mode of governance based on a unitary system was substituted by a three-level federation. The federation comprised federal, regional and community level governments. Owing to these reforms each linguistic division got autonomy. The objective of these measures was to reduce the ethno-linguistic animosity in Belgium which can be traced back to the Medieval era.
