Dondurei's article presents analysis of the Russian film industry's strengths, weaknesses, and challenges, including reforms every three years that bring in new administrative measures rather than fresh understanding of film's place in a changing culture. Reforms in 2009, which placed funding with the Federal Fund for Social and Economic Support for the National Film, included making seven companies into "majors" earmarked to be the industry's engine and operating on principles such as supporting the image of domestic cinema and establishing more screens. Changes in 2012, from a new Ministry of Culture, looked at more control over film's themes and tones, and releasing a small number of commercial pictures rather than many cheaper films.
