For more than 20 years, Germany has striven to actively strengthen its position in the Western Balkans through a complex structure of "soft power" instruments. Germany's main areas of activity in this field include development cooperation, foreign cultural and scientific policy, building a network of contacts and political lobbying. Germany's interest in this part of Europe was initially due to the need to create appropriate conditions for the return of refugees; later, the instrument was used with a view to expanding the market for German products and enabling German investors to enter new markets through the implementation of reconstruction projects in the Balkans. A certain shift has been observed in Chancellor Merkel's policy in relation to the Western Balkans: from carrying out humanitarian activities at the end of the conflict in the former Yugoslavia to strengthening the region's political and economic dependence on Germany.
