  • Dynamic change in our contemporary society necessitates attention to new communities as loci for release from the constraints that have developed in old communities. Despite the possibilities of a future development of new cities, attention must now be directed to opportunities, both prevailing and potential, that are to be found in existing communities. Socio-economic conditions and opportunities involved in the development of relatively small urban and relatively large rurally-oriented communities have become a matter for investigation at all levels of policy making. Both pUblic and private practice of policy making require, moreover, a broad and generalized perspective based upon a comprehensive description of the situation. This paper simply lists in synoptic form some symptoms of, causes of, and broad programs for dealing with community development situations that reflect particularly localized unsatisfactory economic conditions. As such, this paper is not a compendium of insights newly found. It is in effect more nearly a checklist for lay practitioners of the art of policy making than a scholarly treatise for academicians.
