With the rapid development of information technology,OA and Database application have been the most important field to deal with information,especially for enterprises and government.Because the simple traditional affair management OA system could not meet the demands of the rapid developing enterprise’s requirement,it is necessary for the oil company to build a whole cooperation network OA system. The paper is based on an actual application of Liaohe oilfield company,after doing whole requirement analysis,brings out a blue print of web cooprating OA system on J2EE hierarchy using Java,work flow and database technology.
