In the twentieth century, the English civil justice system is perceived as slow, complex, overwhelming and a lack of certainty as to outcome and cost. All these factors are barriers to access to justice. Reform, is necessary and pressing in England. The adversarial procedure and its culture are deep causes of all the problems of the English civil justice system. Under the adversary principle, the process of pleadings is completely run by the parties, which leads to the delay and cost. Civil justice reform in England, therefore, is not only to modify the related rules and laws, but most important, to transform the culture. In 1994, the civil justice reform led by Lord Woolf M. R. starts in England and Wales. After undertaking a complete and systematic review on the current civil procedure in England and Wales, Lord Woolf M.
