• This chapter addresses three foundational components of Israel's national security doctrine: deterrence, early warning, and military decision. The chapter defines these concepts and then assesses the extent to which each has contributed to Israeli national security by probing their efficacy in light of the four types of national security challenge the country has faced since its establishment: weapons of mass destruction warfare, interstate warfare, asymmetrical warfare, and low-intensity conflict. The chapter concludes with a discussion of a fourth foundational component that has recently been added to Israel's national security doctrine: homeland defense. Israel has favored deterrence over hostilities at all levels of violence, from low-intensity conflict (LIC) to medium-level asymmetrical warfare to high-intensity interstate warfare to weapons of mass destruction (WMD) warfare. After the demise of the Camp David peace summit in the summer of 2000, it became obvious to the Israeli national security establishment that the PA would once more soon resort to mass violence in an attempt to improve its bargaining position. With respect to interstate warfare, asymmetrical warfare, and LIC, on the other hand, the Israeli national security establishment has articulated clear positions on battlefield decision. The Israeli national security establishment's insistence on decisive battlefield victories during interstate wars, of course, stemmed from its belief that such victories would reinforce Israeli deterrence vis-a-vis its Arab country adversaries moving forward. The Israeli national security establishment has recognized from the instant of Israel's birth that the country lacks the means to end the Arab-Israeli conflict on its own terms.
