The territorial interpretation of entitlements to democratic participation that follows from the principle of democratic inclusion is open to various objections. One is that immigrants denied entry by coercive border controls are de facto subject to the coercive powers of the state and should therefore be included. Another objection is that territorial conceptions of legal authority are implicitly nationalist and therefore suspect. A third objection is that an account of democratic inclusion that depends on existing territorial borders is incoherent in the particular case where territorial borders are to be determined by democratic procedures. This chapter demonstrates why each one of these objections is either premised on mistaken assumptions or is irrelevant.
