  • The construction of the Harmandir at Ramdas Pur as a permanent gurdwara gave further institutional expression to the Guru's authority. The religious cloak is afforded by the Parbandhak Committee and their programme of seizing shrines. By 1920, the Indian National Congress, abandoning the programme of constitutional agitation, had adopted a non-violent non-cooperation strategy under the leadership of Mahatma Gandhi. The Gurdwara Reform Movement, thus, was fully integrated with the anti-imperialist national movement. Although, the new leaders of the Akali movement reflected different shades of political opinion, they were equally religious and nationalistic. While the Jaito Morcha aroused sympathy for the Akali cause throughout India, the government tried to isolate the Akalis by giving wide publicity to the story that they wished to restore Sikh rule in the Punjab. Shiromani Akali Dal was formed as a central organization to undertake the unification and coordination of various local Akali Jathas.
