Turkey is a country where the need for adjustment has emerged periodically since the end of the Second World War. As the Turkish government would commit itself to increase the primary surplus of the budget, starting with the Staff Monitoring Program, it would set in train a very painful process for significant sections of Turkish society. Otherwise referred to as a finance-led transition, this signified a new phase of the neoliberal transformation, a process that would gain pace following the so-called 'twin crises' during November 2000–February 2001, in which a balance of payments crisis took place simultaneously with the crisis in the banking sector. The role played by the capital groups as a key adjustment mechanism and class actor within the context of financial crises deserves special attention. This is essential to overcome the inadequacies of the dominant discourses which tend to analyze state–market relations severed from power relations.
