This chapter explores the concept of disabling barriers, concentrating on three dimensions, namely: the physical and information environment; the role of negative attitudes; and the possibilities of equal opportunities in employment. Aside from schools and hospitals, most public buildings are less indispensable to the good life, although barriers send the message that disabled people are second class citizens. As with physical access barriers, the problems of Information and Communication Technologies (ICT) access are about human choices, not technological limitations. People can face discrimination in getting a job if they have a disability, and keeping a job if they become disabled. But the majority of the world's transport is not accessible to disabled people. A key structural change, which should in principle promote employment, is anti-discrimination legislation. Barriers to the equal participation of disabled people, particularly access and attitudes, are perennial problems that hold back full equality.
