• This chapter addresses primarily measurement and evaluation as it pertains to the implementation of a system engineering program. The primary area of emphasis is the organization and management of a system engineering department/group in fulfilling its intended functions and meeting desired objectives. More specifically, the subjects of organizational requirements and benchmarking, evaluation of a system engineering organization overall, and individual program reporting, feedback, and control are covered. The chapter also focuses on the objectives and content of the systems engineering capability model (SECM). Relative to the future, although this model, in all probability, continues to be applied in selected areas and oriented to the assessment of a systems engineering organization as an entity, acquiring a good understanding of the capability maturity model integration (CMMI) is also recommended, as this is a more comprehensive model and gaining in popularity.
