  • The issue of global warming and climate change excites political confrontation. David Cromwell and Mark Levene see need for revolutionary change in order to mitigate the dangers of global warming. Congress has largely been reflective of global warming confrontations occurring domestically as well as in international sector. Congress confronted global warming in the international arena through the actions of Clinton administration and Kyoto Protocol. The Senate has been less successful partly because four or five different committees have considered different aspects of the global warming legislation. President Obama hoped to be an international voice for global warming, but his inability to get Senate action on global warming has posed a major political problem for the president. The president who laid the groundwork for American awareness of global warming and climate change was Jimmy Carter. In the late 1950s Roger Revelle, a respected oceanographer at the Scripps Institute of Oceanography, helped set the stage for eventual bureaucratic action on global warming.
