  • When considering the use of schedule variance (SV) as the sole means of determining if a particular scope of work is ahead or behind schedule, caution must be exercised. A pair of cases are presented in which a baseline schedule is established for a scope of work with a corresponding budget spread over that schedule. Both cases display scenarios of actual performance in the field that led to erroneous conclusions when SV was the only measure used for schedule performance. SV provides an overall assessment of relative project status by furnishing the project manager with an overall view of the actual work being performed versus the original expenditure plan. However, the shortcomings of SV must be recognized by the project participants and alternatives must be provided for actual time performance measurement. When developing the performance reporting requirements for a scope of work, the project manager is well advised to include supplemental schedule reporting information as a contract requirement.
