• Some decisive negotiations in arms control and non-proliferation lie ahead. Not the least important will be the Review Conference of the Nuclear Non-ProliferationTreaty (NPT) in spring 2010. The preceding meeting in 2005 did not produce a concluding document with political content. This failure illustrates the growing rift between the states possessing nuclear weapons and technology, and those members who feel that constraining nuclear technology might impede their development.
