• One of the presumed common denominators of political life in the new states, distinguishing that genus from its counterparts elsewhere, is the prominence of primordialism as a variable affecting political loyalties and behavior.¹ Yet, despite the frequency with which its importance is asserted (and its influence decried), we have had little analysis specifying the arenas within which primordialism is a factor, the conditions under which it occurs, and the consequences which it produces.
