• This chapter has been inspired by the idea espoused by prominent theorists of democracy that, if it is to persist, democracy requires a specific set of values and orientations from its citizens, in other words, a specific political culture. Based on that premise, two assumptions are made. The first is that, while democratic procedures are universal and may be applied to any cultural context, values are culturally determined. The cultural correlation is confirmed by extensive longitudinal survey data, which show that even in an analysis designed to focus on concerns that are not region-specific but are meaningful to virtually any
