• In a complex theory of democracy (Scharpf 1970, 1999) not only do social and cultural conditions and the input side of political systems have to be considered, but their institutional quality in terms of efficiency and effectiveness and their performance in terms of the quality of outputs must be also taken into account. In this way the full cycle of a systems analysis (Easton 1965) comes into play and the longer-term dynamic interactions between the political system and its economic, social and cultural bases can be analysed.
