• After a decade of debate, academic and official, the leading governments are finally agreed on the need to create international reserves in a more orderly way This agreement, to be sure, is still incomplete The several official proposals for reform of the monetary system differ importantly, and the differences will not be easy to resolve Yet the very decision to negotiate on rival plans is itself a major achievement Less than five years ago, the principal American spokesman could argue that the reserve-creating capabilities of the present system “are clearly as promising as any of the more familiar proposals,”¹ and
