• Japanese policy makers came into the year 1894 in a mood of dissatisfaction with the drift of affairs in Korea and on the defensive in the face of demands from the Diet for a bolder foreign policy. Within the inner group of the oligarchy itself there was division of opinion, with Yamagata and military men generally exerting a pressure for greater audacity, while Itō and his foreign minister, Mutsu, held the line for caution.
