• On February 27, 1885, the Japanese government issued a confidential “Imperial instruction” to all prefectural governors: In regard to negotiations with China, Councillor Itō has been ordered to China as Envoy Extraordinary Minister Plenipotentiary to decide everything. Negotiations with foreign countries are very important, and in consideration of the future … the nation’s eternal great accounting interests should not be misled. Relations with neighboring countries should not be impaired and a good outcome should be achieved in a conciliatory manner. This is the Imperial consideration. Therefore you prefectural governors should be well versed in this Imperial instruction.¹ This communication is
