• Although 1896 saw Japan’s Korea policy again in disarray and her policy makers in gloom at the prospect of an indefinite prolongation and intensification of the sense of insecurity about Korea, “a dagger pointed at the home islands,” the next decade was kind to Japan. By the end of 1905 a series of fortuitous events and a mighty Japanese military effort had eliminated Russia from Korean affairs and even given Japan control of the south Manchurian area, which constituted precisely the double guarantee of freedom of action in the peninsular kingdom which her policy makers had wanted in 1895.
