• In the global film world, countries such as Brazil, South Korea, and Nigeria have successfully expanded what were relatively small national industries, using a variety of measures, such as instituting quotas in the theaters, allowing the development of video distribution circuits, and promoting an encouraging legal environment.² Morocco’s film industry, also very successful over the past few decades, has been, both within Morocco and outside, something of a model for how a small national industry might thrive.
