- In terms of governance, the New Zealand environment is quite different, of course, to Australia’s: we have the pleasure of only having two layers of government—central and local. We have just over 30 central government departments, and 78 local government authorities. New Zealand has 4 million people—and a widespread diaspora of 1 million overseas. One of the things that is really important to our current government, and therefore to all of the public service, is the delivery of better public services.
