• Most CARLs, with scarce agricultural land and large labor forces, are better suited to the laborusing, land-saving pattern of agricultural development seen in Japan. This is a far cry from ill-conceived strategic notions about the advantages of large farms, which led to costly mistakes and missed opportunities for many CARLs. That does not mean that all farms should be uniformly small, but as long as rural wages are low, as they are in CARLs, such farms are more productive and provide more jobs. Any efficient agricultural strategy for a CARL must be “broad-based,” meaning that it increases productivity among a
