• Ethnies can create states, and destroy them. States can create and destroy ethnies. The state can be an arena in which ethnic formations struggle for influence and control. Ethnies can seek to escape from state control. Relations between states and ethnies can deeply affect relations among states. Let us examine these diverse assertions. States create ethnicity by categorizing people according to ancestry, origins, or cultural background, and by differential treatment of those so categorized. For example, a crucial distinction exists between states with inclusive citizenship that can be acquired by residence or various legal tests, as over against exclusive citizenship
