• On March 19, 1931, Governor Fred Balzar of Nevada signs two measures into state law: one (returning to the old tradition of Nevada, set aside in the years 1910 to 1931) that gaming, or gambling, should be legal in the state; the other, that the residency qualification for divorce be halved from three months to six weeks. Some in America regard this as “beyond the pale” and typical of what “they” do “out there.” A Methodist conference demanded federal action. The two measures were widely interpreted as concessions to depravity—which, in time and the tidal sequence of revenge, might
