• A considerable number of works in comparative political economy have attributed to economic openness an important role in explaining cross-national variation in the size of the public sector. In a path-breaking article based on a sample of advanced democracies, Cameron (1978) showed that public spending was positively correlated with the level of trade. This result, which Katzenstein (1985) examined through qualitative work, was then extended to the whole sample of world nations by Rodrik (1998). Yet, strikingly enough, this scholarly literature has so far neglected the importance of political conflict in explaining the strong and positive correlation found between trade
