- Although research on states’ flawed decisions—regarding arming, doctrine, and war—does provide grounds for doubting that states always act rationally, it does not suggest that states always, or even usually, adopt suboptimal military strategies. In cases when states act rationally, my theory should do well at explaining their behavior. To illustrate the theory’s ability to explain states’ choices and its strengths compared to key alternative theories, this chapter briefly analyzes three important cases—the end of the Cold War, post–Cold War security politics in Europe and Asia, and Germany’s decisions for expansion under Hitler.¹ Beyond providing additional confidence
