• The final phase of decolonization began with Petillon s announcement before the Senate on July 10, 1958, that he intended to make as soon as possible, “a declaration on the problems of the administrative and political evolution of the Congo.” To prepare the ground for this, aGroupe de Travail(Working Group) was designated, nominally headed by Pierre Ryckmans, who was replaced after he fell fatally ill by Petillon himself (after his removal as Colonial Minister).
