  • This report presents the results of RAND’s evaluation of a Navy initiative to improve care for co-occurring psychological health and substance use disorders among service members. The co-occurrence of psychological health and substance use disorders, often referred to as co-occurring disorders (CODs), is common. The estimated prevalence of psychiatric disorders among individuals with substance use disorders varies, ranging from 7 percent to 35 percent in general population studies, and from 17 percent to 70 percent in studies of clinical samples (Flynn and Brown, 2008).
