• A unitary citizenship encompassing the Italian peninsula was not realized until the creation of the unified Italian state in 1861. In medieval Italy, fragmented into dozens of self-governing towns and large cities, a unitary citizenship was neither possible nor desirable. One was always a citizen of a particular city. Medieval jurists’ appreciation of the affinities between citizens of Italian cities and the citizens (municipes) of municipalities in the Roman Empire decisively shaped their formulations of citizenship (civilitas).
