• The political and economic transformation of Central and Eastern Europe is the most urgent and complicated task facing the international community. Success will depend primarily on the skills and commitment of those directly involved—the leaders and citizens of the countries themselves—but the West can help. What are the chief obstacles to transformation? How can they be overcome? What can the West contribute? How much difference can it make? Three economists were asked to answer these questions, paying particular attention to the external dimensions of the process—the roles of exchangerate arrangements and convertibility, of foreign investment and assistance,
