In the early 1970s Haitians began to flee Haiti for the United States aboard small, often overcrowded and dangerous boats. These so-called boat people claimed to be escaping political persecution and violence in Haiti and were seeking asylum in the United States. American immigration officials categorized the Haitians not as political refugees, but as economic migrants who were thus ineligible for asylum and unauthorized to be in the United States.
