• ... I've always been of the opinion that the ultimate [bridge] alignment could be managed accordingly even though it might be the northern alignment. If I could attain for the city [San Francisco] what I needed with reference to the [Transbay] Terminal [and] what I needed with reference to the off ramps, I thought frankly that we could live with whatever we had to live with, so our staff's advocacy and our planner's advocacy did not necessarily reflect the ultimate decision that I would make on behalf of the City because if I could somehow make sure I kept our relationship with the Navy intact, which was really important, at the same time, securing the two things that I considered most important, we could live with whatever the alignment really was... It was pure unadulterated leverage seeking...
