  • This chapter focuses on disputes between religious communities and government agencies in post-Soeharto Indonesia. It examines cases where aggrieved religious communities have used both judicial and non-judicial mechanisms in an attempt to keep state institutions and officials accountable. The Administrative Courts are modelled on the civil law system of Administrative Courts and are similar in their limited jurisdiction to the Dutch Administrative Courts. The non-judicial mechanisms of review sit alongside existing public law institutions and avenues of judicial review, such as the Administrative Courts. Due to the lack of success some religious communities have experienced in resolving complaints through non-judicial mechanisms of review, the only option for complainants to challenge the decision of a government agency is to go to court, which requires legal representation. Lembaga Bantuan Hukum (LBH) was established in 1970 through the initiative of Professor Adnan Buyung Nasution, a prominent human rights lawyer and activist in Indonesia. This chapter describes the Pink swing Park case in the wider context of other artworks that have been the subject of complaints from conservative Islamic groups during the Reformasi era, whether those complaints were expressed in legal and or other ways. Pink swing Park was targeted because one of the models, Anjasmara, was a well-known soap opera star. In addition to Front Pembela Islam (FPI's) objection to a public figure posing nude, and thus setting a 'bad example for youth', it was significant that Anjasmara had appeared in a Ramadan soap opera, playing a devout Muslim teacher. The mass media reported on Pink swing Park, suggesting that the poses were sensational and the models entirely nude. The Pink swing case demonstrated a lack of understanding of art in the general community, in addition to bad reporting by the media. Supangkat, Suwage and Enin Supriyanto all agreed that without the involvement of Anjasmara, Pink swing Park would not have been targeted.
