  • At the turn of the century, socioeconomic and political turmoil inside Bolivia increasingly undermined the ability of the central government to conduct an effective foreign policy, exposing the link between tumultuous government and compromised diplomacy. The influence of the US government in Bolivia, a major contributor to domestic discontent, peaked in this period, experiencing a sharp decline after 2005. Although the maritime issue remained the central concern of Bolivian foreign policy, no progress was achieved in the nation’s quest for a sovereign outlet to the Pacific Ocean. Bolivia continued to discuss the seaport question with Chile and to raise it in multilateral forums to little effect, and it found nothing beyond rhetorical support from the community of landlocked states. On a more positive note, Bolivia increased its participation in subregional, regional, and international organizations, and it forged stronger ties with Argentina, Brazil, and Paraguay. Taking advantage of a new spirit of regionalism, Bolivia worked to expand and diversify trade with its neighbors as it became the energy center for the southern cone of South America. Relations with Peru, which included the lease to Bolivia of a facility at the Peruvian port of Ilo, remained strong.
