Frequent and increasingly severe flooding in Ho Chi Minh City has raised people's attention on the issue of climate change in recent years. However, the leading cause of today's environmental risks is not entirely due to climate change but, more importantly, due to the out-of-control urban growth rate. This paper aims to improve the resilience of Ho Chi Minh City to floods and reduce flood damage, and proposes four critical urban design principles: 1) Urban design must consider flooding as an ecological resource; 2) Building flood storage space based on ecological infrastructure to adapt to dynamic changes of floods; 3) Urban spaces need to anticipate many risk scenarios and try to switch to flood adaptive models; 4) Disseminate flood dynamics and raise people's awareness about living with floods.
