It is necessary to handle an enormous amount of electronic text data in public institutions in this Big Data Era. Therefore, a support system using information technology is desired. In this paper, we will consider the preliminary system using character-level convolutional neural networks to judge the consistency between two official documents; diploma policy and curriculum policy for education program of university.
