With the rapid development of economy, "Parking difficult" issue has currently become one of the many challenges facing of the countries. The arrival of the era of big data, make shared parking is not stuck in the conceptual stage, to be implemented. The paper presents a time-shared parking mechanism and elaborates it in detail from the aspect of ideas, forms, characteristics, demand forecasting model and implementing countermeasures etc. It develops Time shared parking management system based on BaaS cloud infrastructure in JAVA, which can fully dig the idle parking spaces and make it be shared. The system provides user the query, navigation and other functions and it has a practical application value.
