In seeking to address the problem of prolonged surge of traffic demand, heterogeneous network is now being seen as an attractive method. Heterogeneous network consists of different types and quantities of small cells which can provide a huge amount of data. Simultaneously, those high density deployed small cells consume a large amount of energy that raise another knotty issue. In this paper, we investigate the control strategy of small cell sleep mode and provide a novel one which establish a macroscopically controlling mechanism. Specifically, we consider both the performance gain small cells may bring to the system and the energy small cells may consume. And the strategy combines this two most important consideration into a priority level that can help to achieve a balance in macro-scale. Besides, we introduce three types of small cells with different parameters and performances that fit actual situation. Our strategy is evaluated by comparison with existing strategies, and results from extensive simulations demonstrate our strategy's superiority in energy saving.
