Bringing urbanization development system in assessment system of urban eco-environment, and regarding it as reference system, based on the principle of interaction between urbanization and urban eco-environment. Then to estimate comprehensive development level of eco-environment in Qingdao during 2000-2009by principle component analysis (PCA), finally to assess relative development degree under the background of urbanization development by the model of relative development state and the membership degree function in fuzzy mathematics. The results show independent development level of eco-environment in Qingdao during 2000-2009 is upward, but fluctuating and being in lagging state relative to urbanization development, which indicates although absolute development level of eco-environment in Qingdao is improved year after year, relative level is unstable in the process of faster urbanization.
