• Protecting network information security, as the most critical prerequisite of network publishing, is the essential content and crucial factor of state information security and the foundation of social security. With the virtual community becoming more influential, the country's political, economic, and cultural sovereignty, technology, and military security increasingly rely on effectively managing "the Fourth Territory" (cyberspace). In light that network publishing could endanger state information security, the network security defense system for information must be built from the following aspects: mastering the advanced technology of information security, increasing the core competitiveness of information security management, strengthening internet surveillance, and emergence response capability; improving the legislation and standard of information security and raise the bar of information management; and quickening the development of internet talents and raise the public awareness of information security. Hence, national information security can be protected to safeguard national information sovereignty and promote a harmonious society.
