• The article presents an overview of the Special Education approach in the Recommendations prepared and published by the International Conference on Public Education, later called International Conference on Education, under the sponsorship of the International Bureau of Education (IBE), in Geneva, during the period of Jean Piaget's direction (1929-1967). It identifies when the theme of Special Education was introduced in the IBE plenary sessions, later UNESCO-IBE, and which proposals and practices were recommended. The article emphasizes phenomena and processes such as the “institutionalization of the international”, the “internationalization of education” and the “circulation of knowledge”. El artículo presenta una visión general del enfoque de Enseñanza Especial en las Recomendaciones preparadas y publicadas por las Conferencias Internacionales de Educación Pública, posteriormente llamadas Conferencias Internacionales de Educación, bajo el patrocinio de la Oficina Internacional de Educación (OIE), en Ginebra, durante el período de la dirección de Jean Piaget (1929-1967). Identifica cuándo se introdujo el tema de Enseñanza Especial en las asambleas de la OIE, luego UNESCO-OIE, y qué propuestas y prácticas fueron recomendadas. En el trabajo se valoran fenómenos y procesos como la “institucionalización de lo internacional”, la “internacionalización de la educación” y la “circulación del conocimiento”.
