• Este texto possui dois objetivos centrais, o primeiro é apresentar elementos e reflexões sobre a construção dos Planos de Contingências no âmbito do Sistema Único de Saúde (SUS) e do Sistema Único de Assistência Social (SUAS) no contexto da pandemia da Covid-19 e o segundo, é apontar considerações sobre a articulação e conexão dos Planos de Contingência com os Planos Plurianuais (PPAs) e com os planos quadrienais setoriais das políticas públicas nas três esferas de governo. O artigo possui um caráter relativamente técnico e por vezes descritivo sobre a temática, possui uma perspectiva propositiva quando procura conectar os instrumentos de gestão das políticas sociais do fluxo regular com as contingências de desastres, emergência e calamidades. No seu desenvolvimento apresenta referências técnico-normativas da Política e do Sistema Nacional de Proteção e Defesa Civil e reflexões sobre a possibilidade dos Planos Plurianuais municipais 2022-2025 da área da saúde e da assistência social integrarem em sua estrutura os Planos de Contingências. Palavras-Chave: Plano contingencial - pandemia - SUS This text has two central objectives, the first is to present elements and reflections on the construction of Contingency Plans under the Unified Health System (SUS) and the Unified Social Assistance System (SUAS) in the context of the Covid-19 pandemic and the second, is to point out considerations about the articulation and connection of contingency plans with multiannual plans (PPAs) and sectoral four-year plans of public policies in the three spheres of government.The article has a relatively technical and sometimes descriptive character on the subject, has a propositional perspective when it seeks to connect the instruments of management of social policies of regular flow with contingencies of disasters, emergencies and calamities. In its development presents technical-normative references of the Policy and the National System of Protection and Civil Defense and reflections on the possibility of the Municipal Multiannual Plans 2022-2025 in the area of health and social assistance integrate into its structure the Contingency Plans.
