• This article, dedicated to the measurement of merit and the challenges raised by this same measurement, is divided into three sections. In a first section, the various types of indicators available to carry out this task are presented. The next section is devoted to the challenges of measuring merit in recruitment and selection, and a case study is presented for the Portuguese Committee for Public Administration Recruitment and Selection (CRESAP). Finally, the third section is devoted to the challenges of measuring merit in performance, focusing on the Integrated System of Public Administration Performance Management and Evaluation (SIADAP), presenting two case studies on the challenges of measuring merit in performance in the higher education and justice sectors. Este artigo, dedicado a medicao do merito e aos desafios suscitados por essa mesma medicao, encontra-se dividido em tres seccoes. Numa primeira seccao e feita uma apresentacao dos varios tipos de indicadores disponiveis para levar a cabo essa tarefa. A seccao seguinte e dedicada aos desafios da medicao do merito no recrutamento e selecao, sendo apresentado um estudo de caso referente a Comissao de Recrutamento e Selecao para a Administracao Publica (CReSAP), de Portugal. Finalmente, a terceira seccao e dedicada aos desafios da medicao do merito no desempenho, fazendo incidir o foco no Sistema Integrado de Gestao e Avaliacao do Desempenho da Administracao Publica (SIADAP), sendo apresentados dois estudos de caso referentes aos desafios da medicao do merito no desempenho nos setores do ensino superior e da justica.
