• German defense minister, Rudolf Scharping, is the first to hold this post since 1945 at a time when German forces are fighting abroad. Scharping was leader of the Social Democratic Party (SDP) in parliament until fall 1998, prior to taking on his new post. His methodical manner is seen as an advantage at the time of action by the North Atlantic Treaty Organization in Kosovo. Scharping faces challenges apart from Kosovo, such as a planned restructuring of the German armed forces.
